What Is Down Payment Assistance?

Published 2026-09-09 Last reviewed 2026-09-09 By Lisa C Hamilton, REALTOR®

Quick Answer

Down-payment assistance, or DPA, refers to programs that help eligible homebuyers cover part of the upfront money needed to purchase a home. Assistance may come in different forms, including grants, forgivable loans, deferred-payment loans, second mortgages and closing-cost assistance. Assistance does not always mean free money. The terms matter.

What Is a Grant?

A true grant generally does not require repayment if program conditions are satisfied.

But always read the actual rules.

Some programs described casually as grants may have:

  • Occupancy requirements
  • Resale restrictions
  • Other conditions

What Is a Forgivable Loan?

A forgivable loan may be forgiven over time if the buyer satisfies program conditions.

For example, a program might require the buyer to remain in the home for a specified period.

If the buyer sells early, part of the assistance may become repayable.

What Is a Deferred-Payment Second Mortgage?

This is another common structure.

The buyer receives assistance through a second lien.

No monthly payment may be required immediately, but the balance may become due when:

  • The home is sold
  • The first mortgage is refinanced
  • The property is no longer the primary residence
  • Another triggering event occurs

Why Buyers Need to Understand the Structure

A buyer hears:

“$20,000 down-payment assistance!”

Great.

But ask:

  • Grant?
  • Loan?
  • Interest?
  • Monthly payment?
  • Forgiveness period?
  • Due on sale?
  • Due on refinance?
  • Income limit?
  • Purchase-price limit?

The headline does not tell the whole story.

Is DPA Only for First-Time Buyers?

Not always.

Some programs are first-time-buyer specific.

Others are not.

A first-time buyer may also be defined by a program differently than everyday language.

Are There Income Limits?

Often.

Programs may also impose:

  • Purchase-price limits
  • Geographic restrictions
  • Credit requirements
  • Homebuyer education
  • Approved lender requirement
  • Occupancy requirement

Does DPA Change My Mortgage Rate?

Potentially.

Some assistance programs pair with specific first mortgages or pricing structures.

Compare:

Loan With Assistance

against:

Loan Without Assistance

Sometimes accepting assistance changes the rate or fees.

Example

Option A:

No assistance. Lower rate.

Option B:

$15,000 assistance. Slightly higher financing cost.

Which is better?

It depends on:

  • Cash available
  • Payment
  • Expected ownership period
  • Repayment and forgiveness terms

Can Sellers Still Contribute?

Potentially, depending on the mortgage and the assistance program.

Lisa and the lender should coordinate the offer carefully.

Frequently Asked Questions

Is down-payment assistance free?

Sometimes, but not always. The repayment, forgiveness and due-on-event terms of each program decide what it actually costs.

Does DPA have to be paid back?

Depends on the program. Some assistance is forgiven, some is deferred and some becomes a repayable second mortgage.

Can I refinance later with a DPA program?

Potentially, but a subordinate assistance lien may need to be repaid or subordinated at that time.

Does Lisa provide down-payment assistance?

No. Lisa can help buyers identify financing questions and coordinate with an approved lender or program provider.
